Putin signed a law on blocking mirror sites

MOSCOW, June 22Russian President Vladimir Putin signed a law optimizing the procedure for blocking “mirror” sites (copies of already blocked sites) in terms of transferring the authority to recognize a site as a “mirror” to Roskomnadzor from the Ministry of Digital Development. The corresponding document is posted on the website of the official publication of legal acts.
As the authors of the document noted, the procedure for restricting access to “mirror” sites seems “very difficult.”

Thus, information about the discovery of a “mirror” is sent to the Ministry of Digital Development, which within 24 hours makes a decision to recognize the site as a copy of an already blocked one, and the decision itself is sent to the site owner and to Roskomnadzor. After this, Roskomnadzor contacts the provider within 24 hours and ensures that the “mirror” site is blocked and information about it is not displayed in search engines.

The law simplifies the procedure for blocking “mirror” sites and transfers the authority to recognize a site as a copy of an already blocked resource from the Ministry of Digital Development directly to Roskomnadzor.
The document comes into force on the date of official publication, with the exception of amendments to the law “On Information, Information Technologies and Information Protection”, which come into force on October 1, 2024.
