MOSCOW, June 22 Russian President Vladimir Putin signed a law creating a legal basis for the development of measures to stimulate the development of engineering services and industrial design. The document is posted on the website of the official publication of legal acts.
Engineering is a range of design, research, production, calculation and analytical services, as well as the preparation of justifications for investing in this area of business. 
The document enshrines in the law “On Industrial Policy in the Russian Federation” the concepts of “engineering organization (engineering center) in the field of creating industrial products”, “engineering organization (engineering center) in the field of creating industrial production”, “engineering services (engineering activities) in the field of creating industrial products», «engineering services (engineering activities) in the field of creating industrial production».
The concepts of “work and (or) services in the field of industrial design (activities in the field of industrial design)” and “organization of the industrial design sector” are also established in law.
It is expected that the introduction of these concepts will lay the foundation for the development of the engineering and industrial design industry in the Russian Federation. 
At the same time, the government of the Russian Federation will establish requirements for such organizations and centers, approve the procedure for creating and maintaining a register of such persons, as well as the composition of the information included in it. The Ministry of Industry and Trade of the Russian Federation will confirm the compliance of organizations and centers with these requirements, as well as create and maintain their register.
This will make it possible to apply industrial incentives to such organizations and centers.
The changes will take effect 180 days after the official publication of the law. And the law itself, which contains other norms, comes into force on July 1, 2024. Its adoption, according to the explanatory note, is intended to create favorable conditions for ensuring the socio-economic development of Russia and achieving the goals of its industrial policy.
