ST. PETERSBURG, June 27. Courts are increasingly using artificial intelligence in their work, but there is a risk of its criminal use, said the Chairman of the Constitutional Court of the Russian Federation Valery Zorkin.
“Artificial intelligence is penetrating the field of jurisprudence at full speed. Platforms and other digital tools are being developed that facilitate our professional activities by performing routine tasks,” he said in his lecture at the St. Petersburg International Legal Forum. < br />Zorkin noted that AI is used to automate standard legal services and online services for clients with bots; justice has partially moved into the online sphere, and standard solutions are being developed based on AI, including document designers; There are services for checking the counterparty and search systems for judicial practice, as well as other legal information.
“However, in light of the unprecedented successes of AI, we must not forget that we have before us a completely different type of intelligence, fundamentally different from human intelligence. This is an intelligence that can completely ignore everything that we consider value-sensitive,” Zorkin warned.
He noted that the risks are enormous — from uncontrolled distortions in the algorithms for making socially significant decisions to the risks of adverse consequences for labor markets, privacy, physical integrity (due to at least threats from self-driving cars), civil liberties and even global security.
“We must not forget about the risks of criminal use. Let’s remember images, fake audio and video recordings created with the help of artificial intelligence… Criminals have a hitherto unprecedented method of disinformation, when it can be almost impossible to distinguish reliable news from false ones,” explained the head of the Constitutional Court . < br />He noted that these fakes are penetrating deeper and deeper into political and social communications, throwing us into an upside-down world of post-truth.
The St. Petersburg International Legal Forum (SPBILF) is taking place in the Northern capital on June 26-28, its main topic is law as the basis of global balance. The forum traditionally brought together leading legal scholars, politicians, representatives of business circles and public organizations from different countries.
