The Shchelkovsky District Court of the Moscow Region sent Deputy General Director of the Isprin company Yuri Fomin to a pre-trial detention center in the case of the death of people as a result of a fire in the former building of the Platan Research Institute in Fryazino, TASS and Kommersant correspondents reported.
< p>Fomin was charged with providing services that do not meet safety requirements (Part 3 of Article 238 of the Criminal Code). Businessman Anton Speshilov was also detained in this case — he was also sent to a pre-trial detention center on similar charges, reports “Caution, News”. At the meeting to select a preventive measure, Speshilov said that his father died in the fire.
The fire on the fifth floor of the building in Fryazino began on June 24 — it was only put out the next day. The Investigative Committee reported that six people died, Interfax, citing emergency services, wrote about eight dead. The Mash telegram channel published a video of several people jumping out of the windows of the upper floors, engulfed in fire.
Until the 90s, the building was occupied by the Platan defense research institute. Currently, about 50 companies have rented space there — for example, a furniture factory, a photography studio and an art workshop.
According to the Investigative Committee, the building has been under the control of the Isprin company since 2021, after the bankruptcy of the deceased owner. According to Kommersant, the company has two people on its staff. According to lawyer Fomin, the Isprin company had no responsibilities regarding the building, and the tenants were responsible for security.
The investigation believes that Fomin “conspired” with a representative of the owner of the building — they rented out premises, received money for utilities, but did not ensure the safety of the tenants. According to the Investigative Committee, the defendants did not monitor the condition of the wiring; the building did not have an alarm system, public address and fire extinguishing systems, or blocking fire exits.
