
MOSCOW, July 2 The State Duma Committee on the Financial Market recommended adopting in the first reading a bill that would exclude from the credit history information about the place of birth of the borrower — an individual.
The document was introduced by the head of the committee, Anatoly Aksakov, together with a group of senators. It was developed to improve the content of credit histories. “The initiator was Sberbank,” Aksakov said at the committee meeting.
The explanatory note notes that since information about the place of birth is not identification information about an individual, it is not used to identify him, including for the purpose of combating money laundering and the financing of terrorism.
The main identifiers of an individual are: last name, first name, patronymic (if available), passport data (code, series, number, date of issue) or data of another identification document, date of birth, TIN, SNILS.
The Government of the Russian Federation supports the bill, also drawing attention to the fact that when creating an application for a loan, it is not possible for banks to process the “place of birth” field in an automated manner due to the lack of a uniform format for displaying this information, including in different identity documents . Retaining the “place of birth” field will lead to an increase in the time it takes to fill out the corresponding application for the client, and for the bank — to an increase in the time it takes to make a decision, the Cabinet of Ministers indicates in its response to the bill.
