MOSCOW, July 4 The new mechanism «RoboSPIC», the goal of which is to stimulate robotization and automation of production in the Russian Federation, can start operating at the beginning of 2025, the first deputy head said in an interview Ministry of Industry and Trade Vasily Osmakov.
The development of such a mechanism was previously announced by the head of the Ministry of Industry and Trade of the Russian Federation, Anton Alikhanov, in an interview at SPIEF-2024.

“Now we are working on a new interesting model, which we call “RoboSPIC”, that is, a special investment contract tied to the indicators of robotization and automation. We are already preparing the corresponding amendments to the law on industrial policy, in fact it will be SPIC 3.0, but the object in it will not be a product, but an effective a robotic universal platform on which a wide range of different products can be produced… We expect that the new mechanism will be able to operate from the beginning of next year,” he noted.

“There is a support measure within the framework of Resolution No. 1119 — a return of 50% of CAPEX from the future tax period for industrial parks. Our proposal is to link robotization obligations with this, that is, to return 50% of CAPEX spent on robots from future financial flows. It is clear that this requires discussions, agreements and discussions with colleagues from the Ministry of Finance. The final decision on such preferences has not yet been made, but this approach seems correct to me,” Osmakov explained, answering the question about preferences for companies that have entered into RoboSPIC.
Osmakov noted that the development of such a mechanism is being done precisely for the tasks set by the president, who, in particular, stated the need for the Russian Federation to enter the top 25 countries in terms of the level of robotization in production. “And the most important thing is that this approach is balanced from a budget point of view, because we are talking about cashback when robotization targets are achieved,” the official emphasized.
