Association of International Road Carriers ( ASMAP) addressed the Ministry of Transport of Russia with a letter informing that from July 1, the Customs of Kazakhstan again began to detain trucks of Russian cargo carriers that are transporting trailers with European goods to Kazakhstan.
We are talking about the mechanism of re-coupling/transshipment, which has been operating in Russia in the field of international road transport since October 2022. Then Russia introduced a retaliatory ban on the entry of European heavy trucks into its territory. However, in order for goods that are sent in transit through Russia to other countries, for example to Kazakhstan, to be delivered to their destination, it was decided to send it by Russian trucks, carrying out the transfer/transshipment of cargo at border terminals.
ASMAP says that More than 20 Russian road trains have already been detained. At the same time, not only the semi-trailers themselves are detained, but also the tractors.
Kazakhstan, in turn, believes that this scheme violates the provisions of the Customs Code, which do not allow the transfer of temporarily imported vehicles to other persons, and since semi-trailers that If they are transported by Russian tractors and belong to European companies, then loading them back to export goods from Kazakhstan is not allowed. ASMAP believes that Kazakhstan does not interpret the rules correctly, since the return export of a semi-trailer, in the opinion of the association, just completes the procedure for its temporary import.
