MOSCOW, July 5 Aide to the President of the Russian Federation Vladimir Medinsky is participating in negotiations between Russian President Vladimir Putin and Hungarian Prime Minister Viktor Orban, since he previously led negotiations on Ukraine and is in charge of the entire array of developments, said Russian Presidential Press Secretary Dmitry Peskov.
