
MOSCOW, July 8 The construction of a high-speed railway between Moscow and St. Petersburg is a new era in the development of Russia, said Russian Minister of Transport Roman Starovoyt.

The high-speed railway is not only a new stage in the development of our transport, it is a new page in the high-tech development of many industries in the country, and therefore a new era of development for all of Russia. And the Moscow-St. Petersburg section is only the first on an extensive network of high-speed traffic,” noted the minister, whose words are quoted in a message on the Roszheldor website. 
Starovoit added that the HSR project has high socio-economic significance and will contribute to the growth of business activity and tourism. In addition, as part of the construction, new technologies will be tested, important from the point of view of import substitution and ensuring independence from foreign suppliers.
Earlier, Russian Prime Minister Mikhail Mishustin announced that a concession agreement on the implementation of a project for the construction of a high-speed highway from Moscow to St. Petersburg had been signed. Roszheldor noted that the concession agreement was concluded between the department and VSM Two Capitals LLC. The agreement, in which Roszheldor acts as a concessor, is designed for 40 years. The concessionaire, VSM Two Capitals LLC, will build the highway using its own and borrowed funds and will receive rights to own and use the infrastructure.
According to the order of the Government of the Russian Federation on the approval of the basic terms of the concession agreement for the High-Speed Railway, it is planned to invest in the project through the bonds of the High-Speed Railway Two Capitals in the amount of 300 billion rubles with a maturity of 25 years.
High-speed is considered a specialized electrified double-track railway line for operating trains at speeds from 200 to 400 kilometers per hour. There are no such roads in Russia yet. The pilot project will be the high-speed railway between Moscow and St. Petersburg. The road will be fully operational in 2028. Travel time will be 2 hours 15 minutes.
