The State Duma in the second reading approved annual payments to working parents
The State Duma of the Russian Federation adopted in the second reading a bill that provides for an annual payment to working citizens with two or more children, provided that the average per capita income of their family does not exceed 1.5 subsistence minimums, the State Duma website reports. The third reading of this bill is scheduled for July 10, and it is expected that the document will be finally approved.
Main provisions of the bill:
The bill provides that working parents (adoptive parents, guardians, trustees) with two or more children have the right to an annual payment. It is important that these citizens permanently reside on the territory of the Russian Federation and are tax residents of the Russian Federation. It is also necessary that personal income tax (NDFL) was paid on their income in the previous year.
To qualify for the payment, the average per capita family income should not exceed 1.5 times the subsistence level the minimum established in the region at the place of residence. This condition allows assistance to be directed specifically to those families who are in more difficult financial conditions.
The amount of the payment is determined as the difference between the amount calculated without the use of other personal income tax deductions for the year preceding the year of application for payment, and the amount calculated from the same income at a rate of 6%. Thus, the family will receive the difference between 13% and 6% tax at the end of the year. This mechanism is reminiscent of “cashback” or “thirteenth salary”, as mentioned by the Ministry of Finance.
Citizens can submit an application for a payment to the territorial body of the Social Fund of the Russian Federation from June 1 to October 1 of the year following the year in which personal income tax was calculated. This gives enough time to prepare and submit the necessary documents.
Payment is made to each of the parents (adoptive parents, guardians, trustees) of children under the age of 18 and student children under the age of 23 years old, provided that they have no arrears in paying child support. This condition is aimed at ensuring the fulfillment of parental responsibilities.
The payment will be transferred to the applicant's account opened in a Russian credit institution. At the same time, no fee will be charged for banking services for transactions with these funds, which makes the process of receiving the payment more convenient and accessible for families.
This bill is an important initiative aimed at supporting Russian families with children. It reduces the tax burden on working parents and improves their financial situation. The introduction of an annual payment will help many families cope with current financial difficulties and provide additional support in raising children. The bill also emphasizes the importance of social justice and concern for the well-being of citizens, which is a priority of the state policy of the Russian Federation.
The State Duma adopted the annual payment to families with two or more children, in which the parents are officially employed, in the first reading on June 20.
At the beginning of 2024, the State Duma legislatively prohibited the dismissal of single parents with children under 16, as well as other persons who raise children of this age without mothers.
