MOSCOW, July 10 A criminal case of fraud was opened in Oryol for the theft of more than 113 million rubles allocated for the reconstruction of the Red Bridge, the press service of the prosecutor's office of the Oryol region reported.
According to the supervisory agency, in March 2022, the capital construction department of the city of Orel entered into a municipal contract for the completion of the reconstruction of the Red Bridge with UPMK-22. 
< br />“In violation of the requirements of the law, the contractor provided the customer with reports on the performance of certain types of work containing deliberately false information about the inflated cost of the purchased building material. Illegal actions caused damage to the budget in the amount of more than 113 million rubles,” the statement says.
The prosecutor’s office of the Zheleznodorozhny district of the city of Orel discovered the violations when checking the expenditure of budget funds allocated for the implementation of the national project “Safe and Quality Roads,” the department said.
“The materials from the inspection by the prosecutor’s office were sent to the investigative authorities to resolve the issue of criminal prosecution. On their basis, a criminal case was opened under Part 4 of Article 159 of the Criminal Code of the Russian Federation (fraud),” the message notes.
Previously it was reported that the court in Orel sent the adviser to the governor of the Oryol region, Sergei Lezhnev, into custody on charges of fraud for the theft of funds during construction work under municipal contracts, including the reconstruction of the Red Bridge in Orel. The total damage from the theft of funds allocated to budgets at various levels, including within the framework of the national project «Safe and High-Quality Highways», amounted to more than 76 million rubles.
