MOSCOW, July 11 An administrative protocol has been drawn up against a woman from Tyumen who shouted obscenities at a baby, said Anton Kamornikov, head of the press service of the regional UMVD of the Russian Federation.
Earlier, the media wrote that local residents complained to the police about a woman who was shouting obscenities at a baby on the street.
«The woman's identity has been established. An administrative protocol has now been drawn up against her for improper performance of parental responsibilities, which will be sent for consideration to the KDN (commission on minors). The woman has also been placed on the appropriate preventive register,» Kamornikov said.
