MOSCOW, July 11 Rosseti sees the actions of a number of small Internet operators who refuse to enter into agreements with the electric grid company to provide access to infrastructure at current tariffs as a desire to receiving unjustified additional income, commented the Rosseti Moscow Region company.
Earlier on Thursday, the Vedomosti newspaper wrote that since the beginning of May, more than ten metropolitan Internet providers have filed claims against the network company, refusing to pay for the Rosseti infrastructure they use at rates calculated for each cable placed. In parallel with the claims, the providers sent an appeal to the Federal Antimonopoly Service. 
In FAS have already commented that the majority of the applicants in this case are small regional telecom operators who install telecommunication networks on the supports of PJSC Rosseti Moscow Region without permission without concluding an agreement and paying. The department also stated that they do not expect an increase in prices for the services of Internet providers after the transfer of their relations with Rosseti to the legal field.
As the Rosseti Moscow Region company emphasized, information on the composition and structure of all costs of telecom operators is not available in public sources, which does not allow establishing a connection between the change in the cost of placing fiber-optic cables on the supports of overhead power lines and the final cost of the Internet for subscribers. “Thus, the actions of telecom operators are aimed at completely unjustified receipt of additional income while reducing costs for using the infrastructure of electric grid companies,” the network company believes. 
They also noted that the procedure for determining the fee for the placement of fiber-optic cables is currently established by the FAS order. In accordance with it, prices for providing third parties with access to overhead power line supports for the placement of fiber-optic cables are updated by the inflation coefficient.
“However, a number of telecom operators continue to place their telecommunications networks at power grid facilities without concluding contracts, which is revealed during scheduled inspections. At the same time, telecom operators initiate lengthy legal proceedings and take other actions in order to avoid concluding contracts,” Rosseti Moscow Region added.
