MOSCOW, July 22To effectively combat telephone fraud, it is necessary to establish rapid exchange of data on suspicious activity between mobile operators and banks, speed up the transfer of information about loans to the Credit History Bureau and strengthen the fight against droppership — transfer cards to third parties, said T-Bank Vice President Alexey Baklanov in an interview with Izvestia.
He recalled that, according to the Central Bank, over the past year Russians lost about 16 billion rubles from fraudsters, and in the first quarter of 2024 alone — 4.2 billion rubles. At the same time, according to Baklanov, the losses of T-Bank clients account for only 6% of the total losses.
Baklanov noted that during the discussion at the T-Dvor festival in St. Petersburg, representatives of regulators, experts, banks and operators identified three key initiatives that will help defeat fraud and cover Russians with the so-called “technological dome”: regarding telephone calls , fraudulent loans and droppers.
According to Baklanov, in particular, in order to combine efforts in the fight against fraudulent calls, a data exchange system between mobile operators should be launched — the so-called “Telecert”, an analogue of the Central Bank Interaction and Response Center. “Through Telecert, it is necessary to establish rapid data exchange between banks and operators. This will make it possible to prevent fraud much more effectively. Banks have data on suspicious client behavior that mobile operators do not have, and vice versa,” he said.
In addition, the top manager of T-Bank believes that the creation of Telecert will help counter the market for gray SIM cards. “We need to learn how to record who owns these cards, transfer these lists also to the conditional Telecert system, and there certain restrictions should be imposed on these entities. This applies to both SIM cards and cloud PBXs that are issued to legal entities…. This the initiative is being discussed in the working group of the Central Bank, and we hope that it will soon become a real project and a legislatively enshrined decision,” he said in an interview with the publication.
Baklanov also emphasized the importance of accelerating data exchange with the Credit History Bureau (BKI). “Now, under the influence of fraudsters, clients can take out five to ten loans in a short period of time. And the data about this is updated in the BKI in two to three days. This is a very long time. We propose dividing the exchange of data with the bureau into two stages: full and simplified. Immediately after the loan is issued, the BKI should receive information about this, even if it contains less information. This will reduce the effect of credit fraud by an order of magnitude,” he said.
It is also reported that last week they began to open access to T-Bank’s pilot project to combat fraudsters. If successful, it is planned to distribute it throughout Russia. “Moreover, there are even ideas to create separate anti-fraud call centers that will, on a large scale, neutralize real call centers engaged in scamming Russians, including from abroad,” Baklanov said.
