The head of the Public Monitoring Commission (PMC) of Dagestan, Shamil Khadulaev, published several video recordings from July 9 from surveillance cameras from the police department in the Sovietsky district of Makhachkala, where a participant in the war in Ukraine died after being detained.
The head of the PMC reported on the death of 48-year-old Akhmed Dzhabrailov in the police department on July 9. At that time, the head wrote that the man was detained due to “inadequate behavior.” “His parents could not calm him down, since, presumably, he was on drugs. An ambulance arrived at the police department and confirmed his death,” Khadulaev said.
In the first recording, two security officers drag a handcuffed man into a room and throw him on a bench. The detainee slides off the seat. He kneels, staggers, and falls to the floor. The man is surrounded by security officers who look at him. One of them tries to give him water.
In the next video, one of the security officers sits on top of the man, presses his head with his foot and hits him with his hands. Another police officer joins him. Two more security officers enter the room — they hit the detainee on the legs with a taser while other officers hold him down. The man stops moving. The police officer kicks him several times, but the detainee shows no signs of life. Then paramedics enter the department.

They don't give a damn about the guy,» the head of the Public Monitoring Commission, Khadulaev, commented on the video.
Dzhabrailov, who returned from the war in Ukraine, was detained near his house on Rasul Gamzatov Avenue. The telegram channel “Criminal Chronicles of the Ministry of Internal Affairs of Dagestan”, which is close to the security forces, wrote that the man was “running with a knife in his hands along the roof of the house.” Due to the fact that Dzhabrailov “continued to behave aggressively,” he was detained.
The same telegram channel published a video in which Dzhabrailov’s mother was interviewed. According to her, before her arrest, her son stopped recognizing her and said that he “wouldn’t live long.” The woman said that the ambulance did not go to the place — and the security forces promised that they would call doctors to the department. She says that before the arrest, the police talked with her son for a long time, brought him water and did not use any physical force.
On July 9, Khadulaev reported that Dzhabrailov «caused an injury to a police officer, broke his arm, and the police officer was put in a cast.» The Investigative Committee of the Russian Federation for Dagestan has launched a pre-investigation check to establish the cause of death of the detainee, the «Criminal Chronicles of the Ministry of Internal Affairs of Dagestan» telegram channel reported.
In January 2023, 35-year-old Kurban Dalgatov died in the same Sovetsky District Department of Internal Affairs.
