MOSCOW, July 29 The Ministry of Agriculture of the Russian Federation may begin to regulate the circulation of mineral fertilizers; the corresponding draft government resolution has been published on the portal of draft regulatory legal acts.
«»The draft resolution proposes to amend the Regulations on the Ministry of Agriculture of the Russian Federation, approved by Decree of the Government of the Russian Federation of June 12, 2008 No. 450, to provide for the assignment to the Ministry of Agriculture of Russia of the functions of developing state policy and legal regulation in the sphere of turnover mineral fertilizers, with the exception of their production,” says the explanatory note to the draft resolution. 
Currently, these functions are assigned to the Ministry of Industry and Trade of the Russian Federation.
According to the explanatory note to the document, for these purposes, individual structural divisions of the Ministry of Agriculture will be strengthened, such as the Department of Plant Growing, Mechanization, Chemicalization and Plant Protection.
The explanatory materials list the results that will be achieved by strengthening the central apparatus of the ministry. This includes increasing the availability of mineral fertilizers for agricultural producers, ensuring the application of mineral fertilizers in accordance with optimal agro-technological standards in the constituent entities of the Russian Federation, increasing the volume of exports of mineral fertilizers, and opening new markets in the context of sanctions restrictions from certain states that are carrying out unfriendly actions against Russia.
In addition, the measure will promote the development of domestic trade in mineral fertilizers, the establishment of direct interaction between suppliers and agricultural producers, and an increase in the level of development of the volumes of quantitative restrictions established annually in relation to the export of mineral fertilizers by the Cabinet of Ministers of the Russian Federation, the explanatory note to the draft adds.
