MOSCOW, July 28 Vice-Speaker of the State Duma from New People Vladislav Davankov sent an appeal to the Ministry of Internal Affairs with a request to provide statistics on the number of refusals to initiate criminal cases based on statements from victims of domestic violence; the document is available .
«In this regard, I ask you, dear Vladimir Aleksandrovich (Kolokoltsev, Minister of Internal Affairs of the Russian Federation — ed.), to provide statistics on the number of refusals to initiate criminal cases based on statements from victims of domestic violence by employees of the Ministry of Internal Affairs of Russia for 2022 and 2023. I also ask you to express your position on whether domestic violence cases should be transferred to the category of private-public prosecution cases in order to reduce the number of refusals to initiate them,» the appeal says.
According to the author, the current procedure for initiating criminal cases based on statements from victims of domestic violence does not meet the needs of effective criminal-legal protection of human rights and freedoms due to frequent refusals by the police to help victims.
«For example, in July 2024, a girl was killed in Moscow by her partner, who regularly beat her. The girl filed a complaint with the police about domestic violence, but it was not accepted and a criminal case about the beatings was not opened,» Davankov noted.
