On Monday, 12 members of the LDPR faction, including Senator Elena Afanasyeva, will submit a draft law to the State Duma to protect the rights of those working irregular hours.

The initiative is designed to limit the appetites of unscrupulous employers and oblige them to keep records of employee overtime.

The project proposes to limit the total time of irregular working hours to 120 hours per year. And provide additional vacation days in direct proportion to the number of overtime hours. Today there is no such correlation in the law.

According to the initiators of the legislative initiative, labor disputes between employees and employers often arise not because of irregular working hours, but because of the lack of accounting for hours worked.

Employees actually begin to live at work for three additional days off per year – for a minimum guarantee that most employers do not seek to increase, although they have such a right.

– Professional burnout, illnesses and nervous disorders due to work stress, family conflicts and much more – these are the things that millions of Russians face due to regular overtime work, – Yaroslav Nilov, one of the authors of the bill and Chairman of the State Duma Committee on Social Policy, listed the reasons for his legislative initiative to MK. – Today, the duration of

«episodic» work (please do not confuse with overtime work) is not limited in any way if the employer has established irregular working hours. The only bonus in such a situation is a couple of extra vacation days. Both for those who once stayed an hour late and for those who literally live at work. We consider this unfair and not in the interests of employees.

That is why my colleagues and I have developed a bill that sets a maximum number of overtime hours. The total working time in an irregular mode is no more than 120 hours per year.

Employers will have to clearly record every hour of overtime for their employees. And, of course, the more such «overtime» there is, the longer their vacation will be. And the less room there is for abuse by management, concluded Deputy Nilov.

According to research, almost half of Russians (47%) are forced to work overtime.

In 2024, according to one of the recruitment servers, 60% of companies regularly have employees working overtime. According to international research, Russians spend an average of 21.2 additional hours a month on work.

The research results have not changed for years, and the statistics have even worsened, since overtime, according to elected officials, has become part of the corporate culture in Russia, which is beneficial for the employer.
