MOSCOW, July 31 The United States was the country that committed the most cybercrimes in 2023, despite having the world's largest market for cybersecurity services, according to a Roscongress study, «Digital Sovereignty: How States Protect Their Interests Online,» which was reviewed by .
«Despite the fact that the U.S. cybersecurity services market is the largest in the world, it also saw the most cybercrimes in 2023,» the study says. 
The authors note that in the United States, the concept of digital sovereignty is traditionally associated with the idea of Internet freedom and limited government intervention in the digital sphere. «This reflects the declared liberal values of American society,» the report says.
However, in recent years, American authorities have paid special attention to issues of national security and the protection of critical infrastructure from cyberattacks, especially after a number of high-profile scandals that brought into the public sphere the global scale of illegal surveillance of both its own citizens and foreign politicians.
The trend towards greater government involvement in the digital sphere is also reflected in American legislation. For example, in 2018, a law was passed making it easier for American law enforcement agencies to access data stored on American companies' servers outside the United States.
