MOSCOW, August 1 Russian President Vladimir Putin signed decrees on pardoning citizens exchanged from Russia, including Paul Whelan and Evan Gershkovich, the Kremlin website reported.

It is noted that the decision to sign the decrees was made with the aim of returning Russian citizens who were detained and imprisoned on the territory of foreign states.
