At the beginning of August, owners of apartments and houses will receive in their mailboxes payment notices for housing and communal services, which the authorities indexed from July 1, 2024. MK decided to remind you how much tariffs for water supply and central heating have increased, as well as who can count on benefits.
Changes in housing and communal services came into force on July 1, 2024, and in August, owners of residential real estate will receive the first payment notices for the new tariffs. Each region has its own structure that independently determines the cost of housing and communal services. For example, in Moscow, this is done by the Department of Economic Policy and City Development, and in Tatarstan — the state committee of the republic on tariffs.
On average, tariffs across the country have been indexed within the range of 4% to 15%. The worst offenders were residents of the poor Zabaikalsky Krai, for whom utility bills increased by 15%. The smallest increase (+ 4%) was recorded in Khakassia. In St. Petersburg, the average index increased by 9.8%, in the Moscow Region — 10.7%, in Moscow — 11%.
In particular, in the capital, tariffs for cold water supply will increase by 17.4% (RUB 59.80 per cubic meter), for water disposal (sewage) by 14.9% (RUB 45.91 per cubic meter). Tariffs for central heating will rise by 10.5% (RUB 3,217.19 per gigacalorie), and for hot water supply by 11.9% (RUB 272.14 per cubic meter). Tariffs for electricity and gas will rise noticeably. Moreover, payments for «blue» fuel for residents of old and New Moscow differ. The least expensive service will be garbage removal (+ 0.55% to RUB 846.43 per cubic meter).It is worth recalling that the Moscow government has identified more than 60 categories of beneficiaries. These citizens can reduce their housing and communal services costs by 30-50%. The size of the discount depends on the benefit category, property rights and family composition. Thus, in the capital, benefits are available to combatants, veterans, large families and families with disabled children, and honorary donors. In addition to benefits, the Moscow administration provides subsidies. A partial refund of housing and communal services fees does not depend on a person's status. It is given to everyone whose utility costs exceed the maximum allowable share in the total family income. You can apply for subsidies remotely on the mos.ru website.
In conclusion, we remind you that from July 1, 2024, bank commissions on mandatory utility payments for pensioners and citizens in need of social support will be canceled. The corresponding law was previously signed by Russian President Vladimir Putin. According to this document, «a commission will not be charged for transferring utility payments and penalties for late or incomplete payment from individuals who need social support.»
