MOSCOW, August 2 Senators have approved a law that will speed up the process of issuing licenses for the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products and reduce the number of documents required to obtain them.
The information requested to obtain a license will be verified by the licensing authority within the framework of the system of interdepartmental electronic interaction with other federal executive authorities. As a result, the time for preparing documents for registration of licensing will be reduced many times over. At the same time, the grounds for refusal to issue a license are clarified. At the same time, not only the production of dyes for the furniture industry, printing paints and varnishes, but also the circulation of such products will be excluded from licensing.
Also, the period during which the use of the main technological equipment for the production and (or) circulation of ethyl alcohol, alcoholic and alcohol-containing products is not allowed after submitting a list of types of such equipment and certificates to the licensing authority is reduced to 30 days. 
The law stipulates that the Government of the Russian Federation will determine the cases and procedure for sealing finished product volume meters that are installed on process equipment for the production of wine, including sparkling wine, fruit alcoholic beverages, fruit alcoholic and grape-containing beverages, fruit fermented materials, beer and beer beverages, cider, perry, mead.
The law is to come into force on September 1, 2024, with the exception of a number of regulations for which a different deadline has been established.
