
MOSCOW, August 5 State Duma Chairman Vyacheslav Volodin called the empowerment of the Duma to form the Russian government a new stage in the development of parliamentarism.
Volodin noted that this spring session of the State Duma was special because for the first time in modern Russia the State Duma participated in the formation of the Russian government.
«And I must say that many of our forms of work have changed, that is, for us, if you like, this is a new stage. These are new stages in the development of parliamentarism, new stages in matters of democracy, because when we are talking about this form of work, it requires the development of more open, public decisions and, of course, the building of a system,» Volodin said at a meeting with Russian President Vladimir Putin.
Volodin said that this norm made deputies more responsible.
«But this, of course, has brought its benefits, because if earlier deputies, as a rule, in cases where something does not work out, said «the government is to blame», now this decision, the norm adopted by our citizens during the vote for the Constitution, has brought us closer,» he added.
During the meeting, he also noted that the level of consolidation of factions in the State Duma regarding decision-making was 73%, which is a high figure, according to the State Duma speaker.
Volodin also added that 331 laws were adopted during this spring session. According to the State Duma speaker, this is not so much, but these laws are very significant.
