Putin signs law on digital services for providing state support to farmers

MOSCOW, August 8Russian President Vladimir Putin signed a law that allows for the acceleration of the use of digital services in providing state support in the agricultural sector, including to farmers. The corresponding document is posted on the portal for the official publication of legal acts.
The law assigns the Ministry of Digital Development the authority to create an information system of digital services in the agricultural sector. The operator of this system will be the Ministry of Agriculture. It will allow for the provision of state support in this sector in electronic form, reduce the time required for document flow when receiving it, and increase awareness of its provision.

At the same time, the powers of the Russian government in terms of establishing the specifics of creating and commissioning this information system are being clarified. The Cabinet of Ministers will be able to establish the deadlines for implementing the stages of activities for creating and commissioning the system, as well as the procedure for its development, operation and decommissioning. These standards will come into force on September 1, 2024, and the law itself, which also contains other provisions, will come into force on the day of its official publication.

Its main goal is to launch mechanisms for providing federal, regional and municipal government support measures to farmers in electronic form as quickly as possible, explained Andrey Anikeyev, a member of the State Duma Committee on Agrarian Issues, earlier.
At the first stage, according to him, 15 digital services will be available. The most important of them are: receiving information about all existing government support measures in the 24/7 format, online submission of applications with the required package of documents in one click, instant calculation of possible support amounts, receiving notifications of the status of applications, and others.
Law No. 169-FZ of June 11, 2022, which is scheduled to enter into force on March 1, 2026, provides for the creation and implementation of an information system of digital services for the agro-industrial complex. The new law specifies that it will now be an information system of digital services in the field of agriculture.
