MOSCOW, August 8 Russian President Vladimir Putin approved the regulation on the Russian presidential administration for state policy in the defense-industrial complex (DIC), according to the decree of the head of state published on the legal information portal.
The regulation approved the main tasks and functions of the administration, its powers.
According to the text of the regulation, the main tasks of the department include “preparation and submission to the President of the Russian Federation of proposals on issues related to the formation and implementation of state policy in the field of the military-industrial complex, including increasing the efficiency of the activities of organizations of the military-industrial complex, the formation and implementation of state weapons programs and state defense orders, implementing technological modernization of organizations of the military-industrial complex, improving mechanisms for the supply of weapons, military and special equipment for the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies.»
The Presidential Administration for State Policy in the Sphere of the Defense Industrial Complex was established by decree of Vladimir Putin in June of this year. Viktor Yevtukhov, who previously held the position of State Secretary — Deputy Minister of Industry and Trade, was appointed head of the administration.
«The main functions of the administration are… ensuring the mobilization readiness of defense industrial complex organizations and their mobilization preparation,» follows from the regulations on the Presidential Administration for State Policy in the Sphere of the Defense Industrial Complex.
«When implementing its functions, the Directorate interacts with the apparatus of the Federation Council of the Federal Assembly of the Russian Federation, the apparatus of the State Duma of the Federal Assembly of the Russian Federation, the apparatus of the Government of the Russian Federation, the apparatus of the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, the Prosecutor General's Office of the Russian Federation, the Investigative Committee of the Russian Federation, the Accounts Chamber of the Russian Federation, the Central Bank of the Russian Federation, the Military-Industrial Commission of the Russian Federation, federal executive bodies and their territorial bodies, state authorities of the constituent entities of the Russian Federation, local government bodies and organizations on issues related to the jurisdiction of the Directorate,» the document says.
The document also states that «the Directorate, in implementing its functions, interacts with the apparatus of the Federation Council of the Federal Assembly of the Russian Federation, the apparatus of the State Duma of the Federal Assembly of the Russian Federation, the apparatus of the Government of the Russian Federation, the apparatus of the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, the Prosecutor General's Office of the Russian Federation, the Investigative Committee of the Russian Federation, the Accounts Chamber of the Russian Federation, the Central Bank of the Russian Federation, the Military-Industrial Commission of the Russian Federation, federal executive bodies and their territorial bodies, state authorities of the constituent entities of the Russian Federation, local government bodies and organizations on issues related to the jurisdiction of the Directorate.»
«In order to carry out its tasks and functions, the Directorate has the right to request and receive, in the established manner, the necessary materials from independent divisions of the administration of the President of the Russian Federation, the apparatus of the government of the Russian Federation, federal government bodies, government bodies of the constituent entities of the Russian Federation, other government bodies, local government bodies, as well as from organizations and officials,» the document says.
In addition, the department will be able to use the databases of the administration of the President of the Russian Federation and federal authorities.
«The main functions of the department are… the preparation of proposals to the President of the Russian Federation concerning the activities of the commission on military-technical cooperation of the Russian Federation with foreign states,» follows from the regulations on the department of the President of the Russian Federation for state policy in the sphere of the military-industrial complex.
«The main functions of the Directorate are: collecting, summarizing and analyzing information on the current state of the defense industry complex and its development prospects, on the formation and implementation of state defense orders, on the introduction of the latest achievements of science and technology and innovative developments in defense industry organizations, preparing and submitting proposals on these issues to the President of the Russian Federation and the Head of the Presidential Administration of the Russian Federation,» the regulation on the Directorate states.
In June, Russian President Vladimir Putin created a department for state policy in the defense industry as part of his administration. On Thursday, a decree by the head of state approving the regulation on the Directorate was published on the official Internet portal of legal information. The document lists the main functions of the new Directorate.
Among them is «monitoring the implementation of measures to implement state policy in the defense industry complex, preparing reports for the President of the Russian Federation and the Head of the Presidential Administration of the Russian Federation.»
