A bill prepared by LDPR deputies will be submitted to the State Duma today, which proposes the introduction of the so-called First September capital — an annual payment before the start of the school year. These payments, equal to the federal subsistence minimum, are planned to be provided from August to December. This is reported by Rossiyskaya Gazeta.
As Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, notes, many families find it difficult to provide their children with everything they need for school, especially if there are several schoolchildren in the family. Deputies recall that in 2021, the President already introduced one-time payments of 10,000 rubles per child for families affected by the consequences of the pandemic. Now deputies are receiving requests to introduce similar payments by the beginning of the school year, especially in conditions where some regions have already established such measures at their level.
According to the bill, the right to an annual payment will be granted to parents (adoptive parents, guardians, trustees) of schoolchildren, as well as students with disabilities and limited health capabilities aged 18 to 23 years or their legal representatives. The amount of the payment will be equal to the federal subsistence minimum for children, which in 2024 is about 15 thousand rubles, and in 2025 it is planned to increase the amount by more than 2 thousand rubles.
It is important to note that the payment will only be provided to those who have Russian citizenship. The new norm may come into force on January 1, 2025.
