
MOSCOW, August 18 In January-July, government customers increased their spending on purchasing housing for orphans by 13% compared to the same period last year, to 78.7 billion rubles, due to the rise in prices real estate in the country, calculated for the expert of «Kontur.Zakupok» Vasily Danilchik.
When orphans are released from a boarding school, they often have problems finding housing, the agency’s interlocutor noted. The state helps such children: it provides them with apartments for free. Real estate is acquired through government procurement. 
«From January to July 2023, government customers publishing tenders under Federal Law No. 44-FZ of 05.04.2013 conducted 25.3 thousand purchases on 69.2 billion rubles for the purpose of purchasing housing for orphans. During the same period this year, 23.9 thousand tenders were held for 78.7 billion rubles. That is, the volume of such purchases in monetary terms increased by 13%,» the expert said. 
If we consider the state's expenditure on these needs in dynamics, then in 2023 there is a noticeable decrease compared to previous years, he added. For the whole of 2021, state customers spent 100 billion rubles on the purchase of housing for orphans, and in 2022 the amount increased by 8% — to 108 billion rubles. However, last year, costs decreased by 12% — to 95 billion rubles.
«The increase in the amount of expenses of state customers in 2024 for the purchase of apartments is associated with the general rise in real estate prices across the country. This is evident from the increase in the average price of one purchase. In 2023, it was 2.91 million rubles, and in the first 7 months of 2024 it increased by 13% to 3.29 million rubles,» Danilchik explained.
Government customers plan to hold another 2,200 tenders worth 24.1 billion rubles by the end of the year, he continued. If all purchases take place, then the costs of purchasing real estate for orphans will increase by 7% compared to last year, to 102.8 billion rubles. 
The largest purchase for orphans was made in Tatarstan, the expert specified. In July, the state customer placed a tender for the purchase of 348 apartments: 180 of them should be located in Kazan and 168 in Naberezhnye Chelny. The initial purchase price was 940 million rubles, and under the contract, the supplier must hand over the apartments to the customer by December 31 of this year, he said in conclusion.
