Subsidies in 2022: will Ukraine have enough money for payments

About 3 million households will receive subsidies in 2022.

The Ukrainian government has cut spending on subsidies in the state budget for 2022. However, after the increase in tariffs, which is expected at the end of the heating season, is ready to increase funding, reports Chronicle.info with reference to RBC-Ukraine.

Expenses on subsidies have been reduced

According to the state budget, expenses on benefits and housing subsidies to citizens for payment of housing and communal services are provided at the level of 38.4 billion hryvnia. This is less than it is planned to spend in 2021 (about 47.2 billion hryvnia).

At the same time, in the Memorandum with the IMF, the Ukrainian authorities undertake to increase spending on housing subsidies for citizens in the spring of 2022. During this period, an increase in tariffs for housing and communal services is expected.

As noted in the document, allocations in the 2022 budget for subsidy programs for paying for housing and communal services are sufficient for the same number of participants in subsidy programs as this year, provided that they remain unchanged of tariffs.

The Ministry of Social Policy predicts that in 2022 about 3 million households will receive subsidies. This is about the same as last year. The average amount in the heating season will be about 2 thousand hryvnia.

Not everyone will receive subsidies

In May 2021, he significantly changed the procedure for assigning housing subsidies. Under the new rules, from May 1, subsidies will be deprived in case of deposits in banks for 100 thousand hryvnias, purchases of foreign currency and other purchases for 50 thousand hryvnias.

The tightening of norms has already led to the fact that before the heating season 2021/2022 years, about 200 thousand Ukrainian households were unable to receive subsidies. An obstacle is a bank deposit or the lack of work for family members.

In addition, before the heating season, the Cabinet of Ministers canceled the norm introduced in the spring of 2020 on a 50% increase in social standards for housing and communal services when assigning subsidies. The increased standard will apply only in case of introduction in the region & # 171; red & # 187; quarantine level.
