At the first feminist conference held in Murmansk at the dawn of the 90s, Norwegians proudly showed two photos. On the first, made around the 60s, among the serious men with briefcases — members of the Norwegian government — one or two women ministers modestly stood. On the next, modern, men and women were fifty to fifty. We did not know the expression “gender balance” then, but the meaning was clear. Years of struggle — and here it is: equality. But they have it there, in the soulless world of capital. Whether business at us. In the Murmansk region, which borders Norway, women have received priority in power without any struggle since the region was headed by Andrey Chibis.

“The gentleman invites the ladies” — an ironic headline in the Norwegian edition of the Barents Observer appeared in the first weeks of Chibisov’s governorship.
Chibis has been governor for two years now, and still invites: during this time, at least 25 women have been appointed to various ministerial positions.
It's a shame: the slogan «Live in the North», which Andrei Vladimirovich has fallen in love with, is stamped on all surfaces that come across — from T-shirts to children's blankets, from billboards to lids for disposable cups (there is such a public procurement). “To live in the North”, “To live in the North” is heard from everywhere, and ministers (and what other appropriate feminitive can you use here?) fly away like birds after several months beyond the Arctic Circle. Although this is understandable: you can’t keep a bird in a cage, down with patriarchal stereotypes. Moreover, some fly away for good reasons — on maternity leave.
We must pay tribute to the taste of Andrey Chibis: all the persons invited by him are distinguished by enviable external data. Instagram is full of beauties. It used to be that men in bad suits, similar to red directors, but if desired, were able to distinguish asphalt from concrete, and compound feed from hay, sat in provincial administrations before. Therefore:
give a sexual revolution! It began immediately after the arrival of the young governor in the region.
In the photo, with which Chibis celebrated half a year of being in power, he is surrounded by three pretty women: Maria Derunova, Nadezhda Aksenova and Oksana Demchenko.

All three of them had previously worked with him in the federal Ministry of Construction. Derunova, who came to Murmansk with Chibis and de facto supervised all his PR in the first months, soon returned to Moscow, becoming the first in a series of retiring ministers of the region's information policy. Aksenova and Demchenko are still working, enjoying the special confidence of the head of the region. Together they survived the first major scandal.
In December 2019, the region received 20 million rubles from the federal center to encourage officials for success in the socio-economic development of the region in 2018 and in the first half of 2019. The nuance is that none of the Chibis team at that time worked in Murmansk. That did not prevent the distribution of bonuses among the newly appointed. They did not share equally. As the opposition regional deputy Makarevich found out after a long correspondence with officials and prosecutors,
- the first vice-governor Demchenko received 6.5 million rubles,
- the head of the government apparatus, Nadezhda Aksenova, shared 4.6 million with two subordinates.

Zoya Sanjieva worked in the government of the Murmansk region for only four months
Zoya Sandzhieva worked in Murmansk for only 4 months. In her native Elista, she owned a beauty salon (and then the post of Minister of Economy), and in the Arctic, she owned the portfolio of the vice-governor. Then, out of 8 vice-governors, five were women. In addition to them, former officials of the federal Ministry of Construction were appointed to the positions of assistants to the head of the region: Olga Vovk and Zinaida Razzhivina.
Vovk subsequently headed the ANO Center for Urban Development «. It is impossible to pay for the installation of shops or strange art objects on city streets from the regional budget — municipal authorities. And if the budget money is transferred to the authorized capital of ANO, then it is already possible. This year, the organization's budget is approaching half a billion.
A year later, Vovk went on maternity leave as Minister of Construction.
