The head of the Kremlin, Vladimir Putin, wants to «help» stop the war in Donbass as a «intermediary», which instructed the Duma to provide residents of ORDLO (those who have a Russian passport) with Russian social benefits.
For the time being, to receive there you need to have registration on the territory of Russia, but for Ukrainians of the occupied Donbass this requirement can be canceled. And give them the opportunity to take Russian money through registration on the Russian public services portal online.
The Ministry of Foreign Affairs of Ukraine stated that such an order from Putin is nothing more than a hybrid provocation. They explained that by using these methods Moscow is forcibly integrating the population of the temporarily occupied Ukrainian territories.
And with this step, the Kremlin clearly does not contribute to diplomatic efforts to de-escalate the situation, which Russia created at the Ukrainian borders.
