The goal of the project is to increase responsibility on the road for luxury car owners.
The parliament decided to increase the fines tenfold. True, this will affect only a separate category of car owners, reports the Chronicle.info with reference to Channel 24.
Owners of cars whose value exceeds $85,000 will be fined tenfold. This is stated in bill No. 7026, which has already been submitted for consideration by the committees. The explanatory note states that the goal of the project is to increase responsibility on the road for owners of luxury cars.
Further, the authors note that the bill provides for the introduction of the concept of «elite vehicle» — a car, the average market value of which exceeds 375 times the minimum wage established by law (inclusive). From January 1, the minimum wage in Ukraine is UAH 6,500, so it is considered an elite car if the price is UAH 2,437,500. That is approximately $85,000.
Further, the authors write that the average market value of elite vehicles will be determined by the Ministry of Economy of Ukraine according to the methodology approved by the government. These lists will be posted by the Ministry of Economy of Ukraine on its official website until February 1 of each year.
The bill proposes to amend the Code of Administrative Offenses of Ukraine (KUOAP) and the Criminal Code of Ukraine (CC) and increase it by 10 times the amount of fines provided for by the Code of Administrative Offenses for offenses in the field of road safety, violations of traffic rules committed while driving an elite vehicle.
For example, today, speeding in settlements by more than 20 km/h is punishable by a fine of UAH 340, that is, for owners of luxury cars this figure will be UAH 3,400, for driving without a license a fine of UAH 3,400 is provided, for elite cars this figure will be UAH 34,000.
