Putin banned Russian residents from crediting foreign currency to accounts in foreign banks

President Vladimir Putin signed a decree on counter-sanctions due to the war in Ukraine. They were called «economic measures in connection with the unfriendly actions of the United States and foreign states and international organizations that joined them.»

On March 1, Putin banned Russian residents «to provide foreign currency for the benefit of non-residents under loan agreements», to credit foreign currency to bank accounts abroad and transfer money “without opening an account using electronic means of payment provided by foreign payment service providers.”

“The presidential decree will limit the possibility of transferring foreign currency abroad,” RBC explains the essence of the decree. “Russian residents will not be able to send money to their account in a foreign bank, as well as make a transfer without opening an account if it is carried out by foreign companies.”

The decree also included a requirement for exporting companies to sell on the domestic market 80% of foreign exchange earnings, which was announced by the Central Bank on the morning of February 28.
