MOSCOW, March 6 Russian driver Daniil Kvyat refused to sign the declaration of the International Automobile Federation (FIA) about the commitment to the principles of peace and political neutrality, which allowed pilots from Russia to compete in international races in a neutral status, according to the RacingnNews365 portal.
