Archival photoMOSCOW, April 28Rossotrudnichestvo is discussing with the authorities of the DPR and LPR the issue of opening representative offices in the republics, head of the agency Yevgeny Primakov told RIA Novosti. He explained that in the DPR it is still at the stage when officially there was no recognition, the Russian Humanitarian Mission opened the Russian House in Donetsk. «We will somehow institutionalize the work of this cultural center. That is, now this Russian House does not exist on a state basis, but the recognition of the sovereignty of the DPR has taken place, and now the process of exchanging notes is underway, since it is a recognized state,” he explained to RIA Novosti. Primakov added that training events are already being held at the Russian House, and work is underway to clarify the procedure for entering Russian universities. In addition, there is a headquarters center for the direction of humanitarian aid, which goes to the DPR to the liberated territories.
"Work began on the opening of the center in Luhansk, but now, since the state is recognized, we, <…> ; having switched to the official channel, they should be coordinated with the Foreign Ministry. Because if this is decided at the level of official states, it is always intergovernmental agreements, an exchange of notes", Primakov explained.
Russian President Vladimir Putin signed decrees recognizing the LPR and DPR in February.
