The Montreux Convention was adopted in 1936. It preserves for merchant ships the freedom of passage through these straits both in peacetime and in wartime, but the regimes are different for everyone. At the same time, the document limits the stay in the Black Sea of warships of non-Black Sea states for a period of three weeks. In emergency situations, Turkey has the right to prohibit or restrict the passage of warships through the Bosphorus and the Dardanelles. «… We informed all parties that within Montreux there should not be a crossing of the Bosphorus by warships. Until now, there has been no passage through the Bosphorus. Therefore, we clearly and unequivocally demanded from all parties to comply with Montreux in terms of maintaining peace and stability in the region… We continue to act fundamentally to ensure peace, tranquility and stability in the region. We do not want the Black Sea to turn into a strategic competitive zone,» Akar said in an interview Haberturk TV. Russia launched a military operation in Ukraine on 24 February. President Vladimir Putin called its goal «the protection of people who have been subjected to bullying and genocide by the Kyiv regime for eight years.» For this, according to him, it is planned to carry out «demilitarization and denazification of Ukraine», to bring to justice all war criminals responsible for «bloody crimes against civilians» in Donbass. According to the Ministry of Defense of the Russian Federation, the Armed Forces strike only at the military infrastructure and Ukrainian troops, and on March 25 they completed the main tasks of the first stage — they significantly reduced the combat potential of Ukraine. The main goal in the Russian military department was called the liberation of Donbass.
