The European Commission clarified the rules for the transit of goods through the Kaliningrad region. The relevant document is published on its website.
The clarification states that the ban on the transportation of products subject to EU sanctions applies only to road transport and does not affect transit by rail «subject to effective control», for example , for the volume of traffic.
The European Commission stressed that the transportation of military cargo and dual-use products is prohibited by all types of transport.
On June 18, Lithuania stopped the transit of sanctioned goods to Kaliningrad by rail, guided by the requirements of the European Commission. According to Governor Anton Alikhanov, almost half of the nominal cargoes fell under the restrictions. He called the decision to stop transportation «strangling the region.» Later, Lithuania extended the ban to truck transport as well.
Secretary of the Security Council Nikolai Patrushev then threatened Lithuania with retaliatory measures «which will be felt by the inhabitants of the country.»
