According to the card of the criminal case, Eyupov was found guilty of preparing for a violent seizure of power (part 1 of article 30; article 278 of the Criminal Code) and organizing terrorist activities organizations (Part 1 of Article 205.5 of the Criminal Code).

The case against the Crimean was opened in February 2021. Then the house of him and six other activists were searched. After the arrest, Eyupov was arrested. Lawyer Emil Kurbedinov learned that his client had a stroke in the pre-trial detention center and asked the administration of the institution to conduct a medical examination. The doctor in the pre-trial detention center diagnosed only osteochondrosis in the arrested man, but doctors in a private hospital reported that Eyupov suffered four strokes while in custody, Crimean Solidarity reports.

Authorities link Crimean Tatars to the Islamic party Hizb ut -Tahrir”, which the Supreme Court of Russia in 2003 recognized as terrorist and banned. The organization legally operated on the territory of Ukraine, but after the annexation of Crimea, Russian security forces began to persecute alleged supporters of the party. Thus, in the Hizb ut-Tahrir case, the courts gave real sentences to residents of Belogorsk, Alushta, Bakhchisaray, Moscow, Simferopol, and other cities.
