Earlier Friday, Yonhap News Agency reported that on September 7, the DPRK Supreme People's Assembly adopted a decree entitled «Policy on Nuclear Weapons.» The document includes 11 clauses that contain provisions on the purpose of nuclear weapons, the composition of nuclear forces, command and control over them, enforcement of decisions on the use of nuclear weapons, the principles and conditions for their use, mobilization, safe maintenance and protection, massive strengthening and renewal, and others. In particular, according to the agency, the conditions for the use of nuclear weapons are an attack or an imminent threat of an attack by an enemy using nuclear weapons or other weapons of mass destruction on the DPRK, an attack by hostile nuclear or non-nuclear forces on the country's leadership and command of nuclear forces, as well as a crushing attack or its threat to the strategically important objects of the country. The right to any decisions regarding nuclear weapons is solely the leader of the country, Kim Jong-un. If the command with Kim Jong-un at the head is attacked, then a retaliatory nuclear strike will be implemented automatically. The country's nuclear forces will be maintained in a state of readiness to be able to strike immediately if necessary.
