Deputies from the New People party Sardana Aksentieva and Maxim Gulin submitted to the State Duma a draft proposal on alternative civil service (AGS) during mobilization. The document was published on the website of the lower house of parliament, Pavel Chikov, head of the human rights Agora, drew attention to it.
The official Russian website «Explain.rf», where answers to questions about «partial mobilization» are published, argued that the ACS during the call to war in Ukraine is impossible. However, the constitutional court drew attention to the fact that the right to ACS should be ensured regardless of whether the relevant law is adopted.
According to the amendments proposed by Aksentyeva and Gulin, the reserve is assigned the right “to replace military service on conscription with ACS during the period mobilization.»
The explanatory note to the bill states that such a right should be reserved not only for citizens with pacifist convictions, but also for indigenous peoples, fathers of more than three children and those who raise a child alone, as well as for close relatives of military personnel who “died in connection with the performance of military service duties.”
In addition, the deputies proposed removing paragraph 2 of Article 4 from the ACS law, according to which service must be performed in another region.
