The head of the Agora human rights group, Pavel Chikov, published on his Telegram channel a photo of the notice that the military registration and enlistment office of the Khoroshevsky district of Moscow pasted on the door of a citizen instead of a summons.

The red document indicates that the envoy of the military registration and enlistment office could not hand the summons personally into the hands of the person living in the apartment. He is offered to appear at the military commissariat with a passport, military ID and notice, warning about the consequences of failure to appear — administrative or criminal liability.

Chikov informs that this paper has no legal force: subpoenas should be issued only in person and against signature, and criminal liability is not provided for failure to appear at the military registration and enlistment office for mobilization.

Earlier, the Ministry of Defense reported that for failure to appear on a signed agenda during the mobilization period, only an administrative fine of up to three thousand rubles is provided.
