The Nesting publication drew attention to the fact that Dmitry Davydov, the author of the project «20 Ideas for the Development of Russia», is listed in the federal search database of the Ministry of Internal Affairs. How long Davydov has been on the wanted list is unknown, Mediazona noticed his card on December 20.
The card indicates that Davydov is wanted under a criminal article, but it is not reported under which one. In addition, the database does not contain a photograph and a phone number of the department of the Ministry of Internal Affairs, where you can contact about the wanted person. Although, as a rule, this data is in the cards wanted in criminal cases initiated in Russia.

Dmitry Davydov is also wanted by the National Security Committee of Kazakhstan. The BBC Russian service wrote that in 2020 the country's prosecutor's office charged him with organizing an illegal gambling business. After that, Davydov left Kazakhstan. Probably, it was at the request of Kazakhstan that he was put on the wanted list in Russia.

As the BBC Russian Service wrote, since mid-2021 Davydov has been buying ads for his “20 Ideas for the Development of Russia” from Russian stars, bloggers, and also in state media. Journalists noted that no one had seen Davydov himself, and his advertising was “a media hoax of unprecedented level and cost.”
