The Fifth Court of Cassation of General Jurisdiction overturned the verdict of 10 security officials convicted in the case of the death of an employee of the Ministry of Agriculture of North Ossetia, Vladimir Tskaev, after torture. This is reported by «Axioma».
The case of the security forces was sent for retrial to the court of first instance. In July 2021, the Leninsky District Court of Vladikavkaz sentenced police officers to terms of two and a half to ten years in prison. Depending on the role of each, they were found guilty of exceeding their powers and abusing them, as well as forgery of documents (Articles 285, 286 and 292 of the Criminal Code). released from execution of punishment in connection with the expiration of the statute of limitations. Two more defendants in the case were released from the colony on parole in November 2022.
In 2015, 39-year-old Tskaev was detained on suspicion of inflicting a gunshot wound on an OMON fighter. According to the investigation, during the interrogation by the police, the official was strangled with a bag and beaten until he lost consciousness, after which he died in the hospital. Later it turned out that he was not involved in the attack on the security officer.

After that, a spontaneous rally was held in Vladikavkaz in support of Tskaev's relatives — the protesters demanded to punish the security forces involved in the death of an official. As a result, employees of the Investigative Committee detained the police officers in a criminal case.
The Investigative Committee found out that police officers Alan Khokhoev, Georgy Tsomaev and Shota Maisuradze were the first to torture Tskaev. Soslan Sitokhov also tortured the man, and then drew up forged documents. Policemen Vladimir Valiev, Atsamaz Datiyev, Oleg Dzampaev and Alan Bigaev signed falsified reports, and security officer Azamat Tsugkiev drew up forged reports on the search and obtaining explanations from the detainee. Policeman Spartak Buzoev did not interfere with his colleagues who tortured Tskaev.
The wife of the deceased Zemfira Tskaeva and her children filed a lawsuit against the Ministry of Internal Affairs for compensation for moral damage — they demand to recover 15 million rubles from the security forces. The decision on the claim has not yet been made.
