Activist Maksim Lypkan, who was arrested in the case of military “fakes”, was fined because of the failed anti-war rally “Year of Hell”

The Solntsevsky District Court of Moscow fined 18-year-old activist Maksim Lypkan for 80,000 rubles, who has been in a pre-trial detention center since February on the case of military fakes. This was reported to OVD-Info by lawyer Oksana Borodina.

Lypkan was found guilty in administrative cases of «discrediting» the army and organizing an uncoordinated action due to a failed rally (part 1 of article 20.3.3 of the Code of Administrative Offenses and part 2 of article 20.2 of the Code of Administrative Offenses). Under the first protocol, he was fined 50,000 rubles, under the second — 30,000 rubles.

Lypkan was going to hold a «Year of Hell» rally on Lubyanka Square on February 24, the anniversary of Russia's invasion of Ukraine. He filed a notice with the mayor's office, but was refused. The next day, February 15, the activist was detained at the Leningradsky railway station and two protocols were drawn up.

A week later, searches came to Lypkan and his father's home. The young man was taken to the UK for interrogation. On February 22, the activist was sent to a pre-trial detention center in the case of military “fakes” motivated by political hatred (paragraph “e” of part 2 of Article 207.3 of the Criminal Code). The reason for initiating the case was an interview with Radio Liberty, in which Lypkan spoke about his anti-war actions and about an attempt to coordinate the “Year of Hell” rally.

At the end of February, lawyer Alan Kachmazov said that cellmates in the Moscow SIZO-7 «Kapotnya» threatened Lypkan and used force against him because of his political views, including by force they shaved a mohawk on his head and said that he could «get into cocks.» In early March, HRC member Eva Merkacheva reported that Lypkan had been transferred to another cell with “adequate cellmates.”
