MOSCOW, May 18. A criminal case on the negligence of employees of the Gostekhnadzor department was opened after the collapse of the carousel in Orenburg, according to the telegram channel of the RF IC.
The investigation found that from April to May 2023, employees of the State Technical Supervision Department of the Orenburg Region did not properly fulfill their official duties to control the technical condition and operation of attractions in the park named after 50 years of the USSR in Orenburg and did not take measures to conduct unscheduled control measures that led to the accident.
«On this fact, a new criminal case was initiated on the grounds of a crime under the second part of Article 293 of the Criminal Code of the Russian Federation (negligence, which negligently caused grievous bodily harm ),” the statement said.
In Orenburg, on May 6, in the Orenpark park, an emergency occurred on the Whirlwind carousel: cabins with people fell during the movement. 19 people were injured, 11 were hospitalized, the rest decided to be treated on an outpatient basis. The mayor's office noted that the fall of the carousel was due to a breakdown in the mechanism. On behalf of the governor Denis Pasler, all children's parks and recreation rooms have been checked in the region.
Investigators opened criminal cases under the articles of the Criminal Code of the Russian Federation «Provision of services that do not meet safety requirements» and «Negligence». Two executives of the carousel companies and a 36-year-old park manager were detained. All three were arrested.
Deputy head of the Gostekhnadzor of the Orenburg region Viktor Nepochaev reported that the carousel was made in the Czech Republic, operated for 18 years, and its owners did not provide information about how the attraction was serviced.
