KEMEROVO, June 13 Entrepreneurs and the self-employed in Kuzbass have received financial support worth 5 billion rubles over five years, the press service of the regional government reports, citing Governor Sergei Tsivilev.
«Since 2018, self-employed people, entrepreneurs and those wishing to start their own business through the State Fund have been issued over 1.1 thousand microloans in the amount of more than 1.9 billion rubles. They have also been issued 210 guarantees in the amount of over 1.5 billion rubles, which made it possible to attract over 3.3 billion rubles.
It is noted that Kuzbass receives financial support for micro, small and medium-sized businesses within the framework of the national project «Small and Medium Enterprises», which is being implemented at the initiative of Russian President Vladimir Putin.
«We are forming a new non-coal economy of Kuzbass and making it sustainable. To this end, we actively support entrepreneurs and the self-employed who develop their businesses. With reference to the head of the region, it is also noted that the financial products of the State Fund are constantly being finalized and improved. Over five years, we have approved a program of concessional financing for individuals applying a special tax regime «professional income tax» (for the self-employed), softened the conditions for providing security for microloans several times, expanded the list of priority business areas, timely adopted special anti-crisis business support programs in non-standard conditions — during a pandemic and sanctions pressure.
In 2023, on behalf of Tsivilev, the regional Ministry of Economic Development and the Kuzbass State Entrepreneurship Support Fund adjusted the conditions for providing anti-crisis loans. Today, start-up entrepreneurs with a business registration period of up to two years can receive a microloan at 3% per annum. They also reduced interest rates by 1-2 points — now they range from 3% to 9% per annum. At the same time, concessional financing can be obtained in the amount of up to 5 million rubles for up to three years.
On the basis of the State Fund, there is a lending center — a «single window» for entrepreneurs, where they help in choosing the best financing option, as well as in preparing the necessary package of documents. Since 2019, the State Fund has received the status of a «support platform» of the Regional Center for Financial Literacy of Kuzbass and has been holding events in this area on an ongoing basis. Since 2022, an additional training program has been launched for students of secondary vocational institutions.
