«We are concerned about the continued presence of numerous oil tankers … that use your territorial waters in the Sansha Bay as a refuge to facilitate trade in sanctioned oil products in the DPRK,» the agency said in a letter to be sent to China's envoy to the UN Zhang Jun.
The letter will be accompanied by satellite imagery «clearly indicating» that such practices continued within Chinese jurisdiction in 2022 and 2023, according to the release.

Countries are also calling on Beijing to check ships passing through China's territorial waters for smuggled goods. The crew with such cargo should be denied all possible «services», the letter says.

South Korea and the United States tried several times last year to pass statements and resolutions on strengthening sanctions against Pyongyang in the UN Security Council. But Russia and China, which note that the actions of the DPRK were largely provoked by the confrontational policy of the United States and its allies, each time blocked the introduction of new sanctions against Pyongyang, using their right to be permanent members of the UN Security Council. The United States and South Korea have repeatedly expressed dissatisfaction with the actions of the Russian Federation and China, since only this factor prevents the adoption of new sanctions against Pyongyang within the framework of the UN Security Council.

The DPRK says that all military activity is a response to «provocations» from South Korea, which has recently been conducting active military exercises, both independently and jointly with the United States and Japan. The DPRK Foreign Ministry has previously stated that the country is «peacefully» making efforts to prevent dangerous clashes on the Korean Peninsula and create a stable security environment in the region, but the «confrontational hysteria» of the United States prevents this.
The Six-Party Talks were held in Beijing from 2003 to 2009 by high-ranking diplomats from Russia, the United States, China, North Korea, South Korea and Japan, who, due to bilateral contradictions, could not prevent North Korea from developing nuclear weapons.
