The Ministry of Labor for the first time disclosed information on the average pension in four new regions of Russia, including the Donetsk and Lugansk People's Republics (DPR, LPR), as well as Zaporozhye and Kherson regions. RBC provided information on the results of work on the implementation of the federal law «On the Peculiarities of Pensions and Additional Social Security for Citizens of New Regions» after reviewing the ministry's reference materials. The authenticity of these materials was confirmed by a source familiar with their content.
Starting from March 1, 2023, pensions in accordance with Russian norms began to be assigned in these territories at the request of citizens. If, after recalculation according to Russian standards, the amount of the pension turns out to be lower than the payments that residents of the new regions received before March 1, the state compensates for this difference with the help of a special surcharge.
As of June 30, the average amount of payments to pensioners in four constituent entities (excluding special supplements to the previous amount) amounted to 15.97 thousand rubles. The largest average pension before adjustment was recorded in the Zaporozhye region (17.84 thousand rubles), similar values were in the LPR and Kherson region (16.73 and 16.87 thousand rubles, respectively), while the lowest payment was received by pensioners of the DPR (14.23 thousand rubles).
Taking into account the additional payment of a part of pensions to the previous size, the average pension in all four regions amounted to 17.79 thousand rubles. Pensioners of the DPR received the largest average payment, taking into account the additional payment (18.29 thousand rubles), in the Zaporozhye region the average amount was 17.92 thousand rubles, in the LPR — 17.31 thousand rubles, and in the Kherson region — 16.9 thousand rubles. As of July 21, the average pension in these four regions has become even higher and amounted to 18,235 thousand rubles (including additional payments).
The Ministry of Labor reported that «the number of citizens who have been granted a pension supplement is 33 95 thousand people, the average amount of additional payment is 3.97 thousand rubles. The materials also note that the supplement will be indexed annually in accordance with the type of pension to which it is established.
