
MOSCOW, July 30Russian Prime Minister Mikhail Mishustin signed a government decree on an experiment to simplify customs procedures for businesses from the Kaliningrad region when selling goods via the Internet to residents of the Russian mainland, the press service of the Cabinet reported.
«Companies, individual entrepreneurs and self-employed citizens from the Kaliningrad region will have the opportunity to sell their products via the Internet to residents of the Russian mainland. Prime Minister Mikhail Mishustin signed a decree on an experiment that simplifies customs procedures when moving goods from the Russian exclave,» — the message says.
The press service of the government explained that at present, goods exported outside the special economic zone, which coincides with the borders of the Kaliningrad region, are subject to customs control. Duty-free export of goods is possible only in person.
«This circumstance hinders the development of online commerce in the region. As part of the experiment, the export of goods from the Kaliningrad region will be processed according to the passenger customs declaration for express cargo by customs representatives who will become intermediaries between Kaliningrad sellers and buyers from the rest of the country,» the message says. .
The simplified procedure will be applied if the cost and weight of the goods do not exceed the norm of 1 thousand euros and 31 kg, respectively (such parameters are established by the documents of the Eurasian Economic Union for duty-free import of goods for personal use).
«The experiment will last until June 30, 2025. Based on its results, a decision will be made to use the passenger customs declaration on an ongoing basis,» the press service of the Russian government added.
