MOSCOW, August 9 The head of the State Duma Committee on Information Policy, Alexander Khinshtein, wrote in a telegram channel that will require a tougher punishment for a man who insulted an 11-year-old child for a hat with the letter Z and appealed to the Prosecutor General's Office with a protest against the court's decision to impose only a fine of 7 thousand rubles.
Earlier, the Leninsky District Court of Yekaterinburg dismissed a criminal case of hooliganism against Alexander Neustroev, a man who scolded a boy for a hat with the letter Z, and imposed a fine of 7,000 rubles on him.
«I am sending an appeal to the Prosecutor General's Office to protest this dubious (to put it mildly) decision,» Khinshtein wrote in his telegram channel.
According to him, the punishment in the form of a fine of 7,000 rubles in connection with «active repentance» is a «spit in the face» of the participants in the special operation and the father of the injured boy.
Earlier, a resident of Yekaterinburg, using obscene language, threatened a schoolboy who had the letter Z on his hat. According to the police, the man was soon detained with the participation of OMON fighters, administrative proceedings were brought against him under Article 20.1 of the Code of Administrative Offenses of the Russian Federation (petty hooliganism). Sverdlovsk investigators also opened a criminal case on hooliganism against the man. The regional department of the Investigative Committee of the Russian Federation clarified that on April 21, the suspect, while at one of the houses on Volgogradskaya Street in Yekaterinburg, “acting out of hooligan motives, committed unlawful acts against a boy born in 2011.”

According to him, the detained man is not registered with a psychiatrist, he has no criminal record, he did not know the previously offended child and his parents.
