Regions that are leaders in terms of income have been named

MOSCOW, October 16 The leaders of the ranking in terms of population income in the second quarter of 2023 were the Yamalo-Nenets and Nenets Autonomous Okrugs, Ingushetia and Tyva were at the bottom of the list, research shows.

How the rating was calculated

According to official statistics, in the second quarter of 2023, the average per capita income of the population in Russia remained at the level of 47.8 thousand rubles per month, which is 3.6 thousand rubles more than the result in the second quarter of last year. In real terms (minus inflation), household incomes increased by 5% during this period. At the same time, the level of income in Russia differs quite significantly regionally.

To assess the situation, experts calculated the ratio of average per capita income in the regions of Russia and the cost of a fixed consumer set. Based on these data, a rating of Russian regions by income level was compiled. Regions are ranked according to the ratio of average income to the consumer basket, in other words, according to the purchasing power of average per capita income. Rosstat data for April-June 2023 was used as a source of information to compile the rating.

The results of the study show a significant difference in income levels in different regions of the Russian Federation, even taking into account higher prices in many regions with high incomes. The value of the ratio of average per capita income to the cost of a standard consumer package in different regions varies in a wide range from 1.15 to 5.9, that is, the real (taking into account prices) level of average income between leaders and outsiders differs by a factor of five. At the same time, the median value of the ratio among the subjects of the Russian Federation under study is 2, that is, on average, one resident of an ordinary Russian region has an income at the level of two standard consumer expenditure sets.

Rating leaders

The Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous Okrug) leads the ranking in terms of the ratio of income to fixed income. In this region, the ratio of average per capita income to the cost of a fixed set is at 5.9. At the same time, in terms of absolute average income with a result of 140.3 thousand rubles per month, the Yamal-Nenets Autonomous Okrug is also in first place. Over the year, in real terms, income growth here was 13.2%, which is the third best increase among all regions.

Also among the leaders in the ranking in terms of the ratio of income to the consumer basket are the following regions: Nenets, Chukotka Autonomous Okrug, Magadan Region, Moscow, St. Petersburg, Khanty-Mansiysk Autonomous Okrug — Ugra and Sakhalin Region.

As experts note, in general, the leading eight regions have a ratio of income to fixed income exceeding 3. As can be seen, six of the eight regions with high incomes are northern regions, which is quite expected, note the compilers of the rating. After all, it is in these regions, in difficult climatic conditions, that the main production of hydrocarbons and other minerals is concentrated, and the high profitability of natural resource extraction allows companies to pay their employees higher salaries, including as compensation for the harsh climate and remoteness.
High incomes are also observed in Moscow and St. Petersburg, which, on the one hand, is determined by high salaries in them, and on the other, significant income from business activities and income from property in the two largest federal cities of Russia, experts explain.

In addition to the Yamal-Nenets Autonomous Okrug, the highest average incomes in monetary terms were in Chukotka. Average per capita income here in the second quarter of this year amounted to 131.6 thousand rubles, which in real terms is 9.8% more than in April-June 2022. However, experts explain that the Chukotka Autonomous Okrug, due to its remoteness, is characterized by very high prices, so high incomes in this region are equivalent to 3.9 fixed sets of goods and services, which is the third result among Russian regions.

The Nenets Autonomous Okrug took third place in the current ranking in terms of income and second in terms of the ability to purchase a fixed set of goods and services. In the Nenets Autonomous Okrug the average monthly income is 114 thousand rubles (4.6 of the standard set of goods and services). In general, in three regions average incomes exceed 100 thousand rubles, and in another six they range from 70 to 100 thousand rubles.

Outsiders of the rating

Many southern regions, as a “counterbalance” to the leading northern subjects of the Russian Federation, are located at the bottom of the rating. The lowest ratio of income to cost of a fixed set of goods and services in the current ranking is observed in the Karachay-Cherkess Republic — 1.15, where the average per capita income is 21.5 thousand rubles (an increase over the year in real terms of 4.0%).

Thus, the average income in this region is enough for slightly more than one fixed set of goods and services. Also, relatively low purchasing power of average incomes is observed in the Republics of Tyva, Ingushetia, Kalmykia and the Stavropol Territory. Thus, according to the results of the study, the last five regions of the list are located in the south of Russia. Experts largely explain the low indicators in these constituent entities of the Russian Federation by the weakness of the economies of these regions, as well as by the large number of children and centenarians who have no income from work.

In nine regions, average incomes in monetary terms in April-June 2023 were below 30 thousand rubles. In another 15 regions, average per capita income does not exceed 35 thousand rubles, and the median value among Russian regions is 38.6 thousand rubles.

Position of capitals in the ranking

The capital of Russia occupies fifth position in the ranking. In Moscow, the average income of the population in the second quarter was almost 100 thousand rubles (an increase over the year in real terms of 8.8%), which is equivalent to 3.5 fixed sets of goods and services.
Besides Moscow, the “prosperous” region by Russian standards is St. Petersburg. In the second capital of Russia, the ratio of average income (71.1 thousand rubles per month, increased by 7% over the year minus inflation) and the cost of a fixed consumer set is 3.15, which corresponds to sixth place in the ranking. Thus, adjusted for prices, per capita income in the northern capital is 1.1 times lower than in Moscow.
